Its kind of easy to take off flares.
Remove your inner plastics from both wheel wells. On the back side of the fender will be the nut, You need to loosen all of them and the fender will slide up and off of the clips.
You will most likely break a clip or too. the easiest way to put the flares back on is to use sheet metal screws on the inside bottom with what ever remaining clips you have left.
Stx, that truck isn't a '99. It's a 2000. Taking the flares off isn't hard at all if you have the right tool, and I didn't break any clips. I didn't have the recommended tool, but I do have something similar that I found lying around my house. I can take a photo of it if you need me to.
ETA: Stx, I have no idea what method you're speaking of. I didn't have to remove the plastic panels from my inner wheel wells. The only thing I did was remove the four screws down by the mudflaps, pop off the black plastic clips on the bottom of the flares, then lift and pull the flares off of the green clips that hold them onto the quarter panel.

Which ones did you break? The little round black/grey ones, or the green ones like those in my photo? I'm pretty sure you can, but I don't know where. I found a truck like mine at the local Pull-a-part last week, and I took the flares and some of the clips off of it so that I'll have extra flares and a few extra clips if I happen to tear/break any of mine. It might be worth your while to look there.

lol yeah see around where i live here in iowa all the damn rangers dnt have fenderflares haha so im sol. but yeah i havent broke any bcuz i havent messed with it i just noticed the people before me had bcuz theres 2 fender flares that have broken clips idk what style theey are.

It actually wouldn't hurt for you to pull them off just to clean underneath. As you can see, underneath mine was filthy. I was skeptical to take them off because I though I might discover rust. While you have them off, you can see which of your clips are broken. You can buy the tool from Autozone. I checked their website before I started mine, but I found the thing lying around my house, so I used it instead. Just go slow and don't try to force anything, and you'll be fine. :)

lol sorry dude been working up north havt had any time to take new pics or get new wheels.. no internet up here either, back in town for a bit tho so may look into other wheels and stuff :P
