Leaf springs droop

I have a 2006 ranger xlt rwd and in the rear I have F31 deaver Springs with camburg shackles and kartek 1 1/2 inch drop hangers with some Bilistein shocks, I was testing out my droop to see what it was limited by and after unbolting the shocks and noticed that that wasn’t it, and it was drooping out, but with none of the cables or driveshaft or anything blocking it from drooping more, from the looks of it I still have about 4 to 6 inches I can drop by, but there is nothing showing what is stopping it. I had a buddy tell me that there is a chance that my hangers could be too tight around the shackles and limiting the shackle from drooping with the spring, and from the looks of it, the spring is fully drooped, but the shackle is not lowering from the hanger. Does anybody have any advice please and thank you
