Is your ranger an extended cab? On my 96 extended cab they are tucked away behind the rear passenger jump seat. It took me a bit to find them the first time. Basically open the seat up and then fold the back down and you should be able to see them from there. If you have a single cab I am not sure where it would be other than just behind the seat.
