Not sure what you mean by "out of time".
Does the engine fire but only now and then while cranking?
You could have pressure leak in the Returnless fuel system.
On cold start
turn on key count to 3 then turn key off
Repeat 3 more times
Then try to start
Each time the key is turned from off to on the fuel pump will run for 2 seconds, but only 2 seconds, it is a safety feature.
1998 Fuel injection needs above 40psi pressure, if should be 60psi, if pressure is dropping to 0psi when engine sits for a few hours then engine can't start with just 2 seconds of pressure added, 10psi.
Cycling key on and off will build pressure back up, once engine starts fuel pump will come on full time, raising pressure up to 60 to 70psi
1997 and older rangers used 30-40psi fuel systems, Return style

What I meant to say was it cranks like the firing order is off
