auto tranny shifting patterns ('91 xlt)

So I don't expect this thing to be a racecar by any means, but if I put the pedal to the floor to get on highways, it'll short shift at 4,000rpm EVERYtime.

Is it supposed to do that?

Is there not any useful power above 4k?

I know that the peak torque occurs somewhere in the 3k-4kish range, and shifting by 4krpm will keep the truck in its maximum torque range to allow for appropriate towing capacity, but sometimes I want to accelerate fast, and I want to do it where the truck has the horsepower. It feels like holding her in 2 or turning off the overdrive is the way to do that.

So I might be trying to brew up my own crackpot theories. Is any of this true?

if i keep it to the floor it never shifts until right before the rev limiter, don't remember where that is right now since i haven't seen the truck in 3 months
