Dirt in Dash

Dirt in Dash
I was driving my truck the other day and noticed this when the sun hit the dash just right. It looks like dust bunnies!?! (see pic)..
I thought that part was airtight so nothing could get in there? Any good way of cleaning in there without tearing the dash apart too much? Is this normal?
Also if you notice in the picture it looks like the paint is peeling around PRND21 display. WHat the heck is that??

Link doesn't work for me, but if it's the how-to on here, for those w/o tilt, it's a little more difficult to remove the dash trim surrounding the cluster. I dropped my column down a little by loosening the 2 8mm nuts supporting the column, and removed the plastic column trim, which gave me room to remove the dash surround. I searched and never found the info. on that, so maybe this will help someone else if they are also looking for the information

It's not too difficult. Just don't get frustrated and jerk on stuff and end up breaking trim pieces. Should only take 2 or 3 hours even as a first time doing it.
Here's the link for the "How-To":
