Icon5 2003 Ranger 4X4 transmission oil leak HELP!

It’s a 2003 Ford Ranger FX4 Level II 4X4 Leaking transmission fluid between the transmission housing and transfer case.

There is a paper style gasket between the two. Originally I thought the gasket was the problem, so I replaced it with a OEM gasket. Put it all back together and it is still leaking in the same place.

I have attached a picture with the transfer case removed. Is there supposed to be transmission fluid coming out of the little drain hole or is this housing supposed to be dry?

If there is supposed to be fluid in there, why does it keep leaking????

Thanks for your help!

Just confused as why there is a drain hole there? Maybe I just need to use Rtv next time?
