Inner tie rod leak

So I changed my fuel filter today and I had to move my truck, so I wasn't able to crank the engine to have power steering and now I think the pressure was too much and now the boot is leaking, is this just a new inner and outer tie rod fix or is this a whole rack fix?

I was working on my truck a few weeks ago. I manually turned the steering wheel without the engine running.
This caused quite a bit of fluid to come out of the filler cap leaking over everything on the driver side.

Are you sure it's leaking from the boot and that there wasn't a leak there before that you didn't notice?
I don't see how turning the wheel without power would cause a leak in the rack and pinion. And don't think its an easy fix as changing the inner tie rod.
If it is a seal, I would guess that the R&P would need rework.

Just guessing at this as I have never worked on an R&P before.

responding, I took further notice and it was not coming out of the inner tie rod it was coming out of the pressure line into the reservoir and some did come out of the cap
