The front cross member on a 93 ranger 2wd can that be cut out? Or does is it a stabilizer?

i belive it's a support/crossmember for the front of the frame.
heres a pic if you're not sure what he's asking about, its the piece behind the hitch that has two holes in it.

no you cant just cut it out. if you replace it with something you can but you cant just loss it
