Newer year front bumper, powerdome, clear corners, 01-05 style flares, tint, wheels and tires(or maybe just tires if you like your wheels), shackles and a t-bar crank. That would make it look great. For some more money you could do the bodylift then 33's and some new wheels and it would be even nicer looking.

^^Exactly! Why are people throwing out there tires?? Sure, in that budget you can get a BL and tint and maybe some bumper components, but certainly not also tire unless you get one hello of a score on tires...not to mention he'll need wheels for those probably 12.50 tires....
Here's what I suggest.... TINT(150 or so), paint the valence($5 can of color match paint + some sand paper + some build up primer @ $5 + clear @ $5), eBay for some good looking crystal clear corners and crystal clear headlamps($100), ditch the buggaurd($free!), paint your antenna($free!), then some 265/75R16's off craigslist to put on your existing wheels.
