1998 Parking Brake cable question

Hello all! Working on my 98, and the parking brake cable broke up by the pedal. I see it is in 3 segments, so I got a replacement for the front segment. I removed the pedal assembly, attached the new cable, fed it down through the firewall, and reattached the pedal assembly to the body. The cable is too short to reach the connecting splice. Is my cable too short, or am I missing a step on how to release more tension and then retension. Never done work like this before, but I'm handy enough if someone has some advice. Also the rear portion, is this missing a spring or something? Thanks everyone! Couple photos here.
