Icon4 power locks not working

I have a 2000 ford ranger xlt supercab 4 door w/ a 4.0L. My power locks wont work. When you push unlock or lock it tries to lock or unlock but wont do either, same happens when you use the remote as well. Im thinking it the power lock actuators are bad but not sure. Could be a power issue but the power windows work fine so im not sure. Also how do you take the actuators out they dont seem too easy to take out. Any suggestions?

Have you checked the voltage going to the actuators?
