for the hot high amp line go straight from the battery (via fuse or fusable link ) to the relay
use #8-10 for the high amp lines (battery to relay & relay to lamps)
grab some power from behind the dash for the low amperage line (to Hella switch)
choose switched power or constant current for the low amperage line (depending on how you want to run it) 12-14 gauge is fine
poke a hole in the rubber grommet that surrounds your parking brake cable and feed the low amperage line from the Hella switch back to the relay
viola - you are done
be sure to seal up all the splices water tight and provide a good ground directly to the lights

sounds like you need a friend to help you install.
no dont just splice into the fog lights.. the factory bulbs are 42watts each..
doubt it would hold up for 130's or whatever. If you dont have fog lights at all.
you could use the switch to trigger the relay for the hellas...
I would use 10ga to the battery (not really cheap stuff either)
the inside switch is <2amps so 18gauge would be fine.
