door panel problem

door panel problem
i painted the bottom part. then i figured i'd paint the arm rest part black to match where the door handle part is.
i had just used the krylon flat black stuff that i used on the plastic bottom peice. it turned out good and looked fine.
but the problem is. its tacky, i thought it was just because it got warm because it was cold. but its super tacky and i'm not sure why. i think its just because its like vinel (sp?)
anyone paint it or have it covered up? i want it to match it so its black but not sure what to do.

I had the exact same problem when I painted my armrests...
Krylon Fusion black looked great, but wouldn't dry no matter what I did. After a few months, YES a few months it was still tacky.
I finally found some vinyl & fabric paint in a spray can, about $6 at the local auto parts store.
I shot a few coats on the armrests (after thoroughly cleaning the fusion paint off with paint thinner) and they dried up in no time & match the rest of the door panel parts I painted perfectly.
You have to be a little careful after painting the armrests though, I noticed my pass side armrest has a scratch through the paint & the gray is showing through. One of these days, I'll shoot another coat of vinyl paint on it.
