where you tightening the bolt without lossening the torsion key?
is there any part of the bolt sticking out?
for a quick removal id find a welder and weld another bolt to it and back it out like that.. (if possible)
you should be able to drill it out. keep the bit lubricated and sharp tho..

first i would get a puller, stick the puller on the key and crank it up, once you get it up take that little block out that the bolt is stuck in, once you get it out heat it up with a propane torch and twist it out from the other end. with the little block out on the bench you should have plenty of option to try. heat is what you want, we had a similar issue on another ranger and the bolt spun with my fingers once some heat was applied.
just remember to put locktite on the bolt when you put it back in.
i would use the drill bit as last resort.

also, if you need more working room where the puller is...
you CAN loosen the tension with a pipe wrench on the torsion bar and have a floor jack under the handle so it twists the torsion bar... we used that method a couple times at a shop i worked at when the bolt needed only 1 or 2 turns and didnt have the clamp for the key handy... it can get sketchy real fast... but it is an option..
