My truck averages 23-25 in the winter, my drive to work each day is about 15 miles, I have to stop about 10-12 times for lights or stop signs. My truck has 130k on it.
Last winter I was barely getting 20. I did the following- Spark plugs (8), plug wires, fuel filter, air filter, timing belt, also needed serp belt and tensioner, and cleaned the injectors (not the dump STP into tank, did it the professional way, may have to take it to a shop for this) along with regular oil changes (5w-30), a soft tonneau cover, and am able to get 27mpg avg on a tank, most of the time it is around 25.
Check your tire pressure, My tires call for 35psi, I run mine 5psi over (do this on everything).
Clean the car out.

If you are semi tech savvy, buy a new air filter (under $10), fuel filter (under $10), change the oil and filter (I use Advance Auto 5w-30 in my ranger, no use for expensive stuff, and motorcraft filters), inflate your tires and see where it takes you. I dont think the belts will help you, just standard maintence stuff, from what I remember, timing belt was not fun.
I shift normally in the 2500rpm area.

Some possibilities to consider:
Pull the dipstick and check to see if the crankcase is seriously overfilled. This is a real mileage and power killer.
When the forward pair of oxygen sensors get old, or when they are contaminated, they can cause fuel economy to drop as much as 30%.
There is also the possibility that the cam timing was incorrectly set when the headwork was done.

Im a 4.0 guy, but I would say after all of that work make sure you dont have a vacum leak somewhere. Did someone already say 02 sensors? Maybe try some of the pour cleaner in stuff since you have high mileage, also what I do is take it out on the highway and go heavy on the throttle and go high speeds after the pour in fuel syst. cleaner stuff, you should be able to tell how the vehicle wants to act then, and maybe find your prob. Also have some higher octane in there when you punch it, helps clean it out. Might help, might not?
