noise coming from front passenger wheel

2001 ranger 2.3 liter 5 speed 145k miles

There is a noise coming from front passenger wheel. I just had lower ball joint replaced and it passed inspection. They check tie rods etc. It is only at lower speeds under 50 mph and makes no noise when cutting wheel left to right. Just sounds as if tire is flat (is not). I had left control arm replaced last week and mechanic said wheel bearing was loose on both sides and that noise may just be due it being worn unevenly over time (feathered). Steering does not shake.
