Engine Cooling Fan

3.0l Ranger engine would have a mechanical fan run by the fan belt.
Fan blades are attached to the fan clutch which is attached to the water pump.
The fan always turns when engine is running, but when radiator is cold it will spin at a lower speed than fan belt pulley.
As radiator heats up the fan will spin closer and closer to pulley speed.
The fan clutch is activated by radiator temperature.
I have never seen one not spin at all.
If someone has done an Electric Fan conversion then yes, it would be normal for that type of fan to be off until radiator warms up and fan is needed for cooling
