You could use a variable resistor to control an IAC valve, wouldn't be very stable but would work
The computer reads RPMs and sets IAC Valve voltage to set "target" idle RPMs it has in a table in memory
If you control IAC Valve then computer will turn on the CEL because it can't match RPMs any more

Unsure which model year\engine the OP is refering to?
Some IACValves do have a SetScrew,
which can be adjusted\tuned to minimize StartingFlare RPMs,
without effecting other Target\StepDown RPMs as the engine warms up.
