cigar lighter shorted out and also data module

my 2003 3.0 ranger had the cigar lighter short out as well as the data port where my OBD-2 connects. All fuses under the hood are good and I cannot find an interior access panel for additional fuses?.............HELP

Far side of the dash on the drivers side - on the end.

Basically open the drivers door and look at the end of the dash.
