Can someone please tell me what code 11 is on a 1989 ford ranger xlt w/ the 2.9l v6? I can’t really find anything on google except one place says “system checks ok” whatever that means.

That's what it means, computer does a Self Test each time its powered up
Code 11 means no faults were found and no other codes to display

No "P" is used or "0"s for 2 digit or 3 digit Ford Codes
3 digit codes started in 1993, previous years were 2 digit
The code system is called OBD(on-board-diagnostics)
In 1996 US/Canadian Law Required ALL new vehicles sold in the US or Canada to use OBDII(OBD2), so at that time the older system was renamed OBD"1"
OBD2 uses 4 digit codes, and for engine/transmission codes it will have a "P", like P0172, or P1000, P stands for Powertrain code
P0100 to P0804 are generic codes, so from Audi to Winnebago, these codes mean the same thing
P1xxx, P2xxx are Manufacturer specific codes, so same code on a Ford or VW can mean different things
There are also "B" codes, Body codes, from Body Computer, GEM or SJB in Rangers
Also "C" codes, Chassis codes, for RABS and 4WABS
And "U" codes for data network communications issues
OBD2 is still required by Law in 2022 vehicles
Rangers got OBD2 in 1995 but had issues, lol, so 1996 is the first official OBD2 compliant system

If CEL(check engine light) Flashes when engine has a higher Load(floored) then that means you have Misfires, so "back off the throttle"
That can set codes if Misfires repeat enough times
No, truck won't fail because the CEL is NOT on when testing
Truck can fail if emissions are high, but not because computer "self test" is OK
Code 11 doesn't turn on the CEL, because its not actually there in regular use/driving
Its only there when you connect OBD jumper and run "self test" again
