For the 3.0's which have the crankcase vent hose right beside the oil cap, on the passenger side right on top of the valve cover...is there supposed to be a an actual valve(like this) sitting inside the hose at the valve cover? Or is the vent hose all there is to it, and that valve is for a different configuration?
Well, your link didn't work for me, but I can tell you it is just a metered air inlet tube without a valve by oil fill cap and on the other side (vacuum side) there is a PCV attached to the intake via rubber hose on the few Rangers I've had.
That's Correct Grumpa! The PCV Valve in on the driver's side toward the back of the valve cover and has a 90 degree hose that tends to collapse over time. The new replacement hose to remedy the collapsing of the hose has been upgraded with additional "armor" to prevent to hose from collapsing.
No, this isn't the configuration with the PCV on the driver's side toward the back of the engine.
It's the one with the PCV right on top of the valve cover, on the passengers side, right by the oil fill cap. Very easy to get to.

I'm wondering if that valve is for this engine...or if it is for the non-heated version of the PCV that goes to the back of the engine on the drivers side, which HT08 is referring to.
I have trouble thinking it is...because the valve has a nipple which this hose would not attach to, but it could just sit inside of it.
I know the vent hose for the driver side configuration has a valve, and on the heated configuration the valve is pre-attached to the hose...on this truck the vent hose is there, but there is no valve as far as I can tell...I'm wondering if the valves come as a separate part that fits inside the vent hose?
It's the 2002 set up with no EGR.

As far as I can tell the hose is just a hose, no valve, you can blow air straight through it....there is no rattle...I can't see any valve inside it, or tell that it has any moving parts at all.
I am thinking at some point the valve got stuck, and the previous owner just removed it and put the hose back...and it's just sucking air in all the time, unrestricted, or maybe the valve WAS internal to the hose, and someone busted it out after it became clogged? Or maybe it's stuck open right now.
I'm posting here to see if someone can tell me that assumption is wrong and it is working as intended, or that the hose does actually have an internal valve(that I can't see), that is always open when not in use, and does not rattle...
Should I be buying a new hose? A valve to go with the hose? Or is the hose working as intended?

I did go ahead an order a cheap aftermark EV-259 valve...as it is said to fit 02-03 rangers, the KCV-231 is said to fit 02-03 rangers. I just have my doubts because of that nipple, but I guess it could be a repurposed part, and it just sits inside the hose rather than a hose going over the nipple.

Breather hose
On Fords the PCV Valve and its hose are usually on Drivers side of the engine
Breather hose on the Passenger side
You are referring to the Breather hose, it has no valve, its there for two reason, it allows in filtered air to flow into valve cover/crankcase and will pull some Blow-by air out as Ported Vacuum goes up
Ported vacuum occurs between throttle plate and air filter when engine is running at high RPMs

As RonD said there is no valve that resides on the passenger side jus a breather hose. I tried to say that in my previous post by pointing to the PCV valve on the driver's side only but I failed to make my point across very well.
