This is located behind rear axle
1999 ranger 3.po v6 4x2

What is this?

That is the vapor canister. I have never seen a hole like that in one. they usually crack. That looks burned or like something hit it or was rubbing on it.

Its part of the EVAP system
Since people continued to OVER FILL their gas tanks when filling up, Ford had to add a Vapor Canister next to the Charcoal Canister, it prevents Charcoal from being ruined by liquid gasoline
The overflowing fuel goes into this canister and evaporates, changes to Vapor, hence the name Vapor Canister, and is lost, i.e. doesn't power the engine

Depends on location on what cause it to wear through

When filling a gas tank STOP filling after the 2nd click off, after that you are wasting money, that extra fuel will NEVER make it to the engine, might as well just dump it on the ground and let it evaporate there
