I have a 1990 Ford Ranger. Been sitting for 4 years. replaced fuel filter and fuel regulator. Now I can't get it to crank. Have no idea what to do. Checked all vacuum lines. Help please

Yes, +1 ^^^^^
4 year old gas would be varnish in the fuel rails and injectors as well, may need to pull the upper intake and then the fuel rail, not hard to do, just wrench work.
Google: homemade injector cleaner
Injector rebuild kits are about $3 each, new internal screens may be needed
Generally it costs about $20 per injector to have them cleaned
You can buy used injectors at wrecking yards for about $10-$12 each, but won't know if they may be plugged, so roll of the dice
Spray some gasoline into the intake and then try to start engine, if it starts and dies then yes, fuel delivery is the problem
If it still doesn't start then could be a Spark issue, TFI module
