It used to be a carbon canister for control of evaporative emissions primarily from the fuel tank. The activated charcoal attracts and retains hydrocarbon molecules from the escaping vapor to be burned later when the engine is running. Yours looks rather wasted. There should be vented caps over those two holes to keep the charcoal dry.
