Speed dial all wacky

Hey fellow Vulcans! MY speed dial is all jumpy. I replaced the VSS and the cable both are BSN (Brand Spanking New)! Any help would be greatly appreciated!

I have a 94 w/ 4.0 and had that problem, messed with gauge and nothing worked, installed new cluster from PULL A PART and problem disappeared, got cluster w/ tach so was a win-win situation, swapping in another cluster w/tach on my 94 w/ 3.0. hope itworks for you.
