Icon9 1994 4.0L OHV Emissions help

Hello all. First, just want to say I love this site. Lots of great people sharing knowledge and the information within this site is invaluable!! That said, I need some advice....

I've got a 94 Mazda B4000 (4.0l OHV) - when I purchased it 4 months ago, this thing was a dog. It barely ran!! I took it to get inspected and of course, it failed. Results below -

.....but thanks to the people on this site, I was able to diagnose and replace the following....MAF, intake manifold gaskets (upper and lower), IAC, plugs, plug wires, & coil pack. I've also removed and cleaned the throttle body. HUGE improvement - truck runs great!!! Still has a small miss but I think its my air intake tube (cracked where it connects to the throttle body).

I took it in to get inspected last Tuesday and I was shocked that it failed again. Results below -

Here's my question. What else can I do to adjust/correct the HC levels @ 15mph and the NOx levels?

Wow dude. I thought emissions tests here in Wisconsin were bad, but ours only tell you on a pass/fail basis, no actual results. From what I know, here in Wisconsin, Pre-1996 vehicles don't have to pass emissions because they utilize an OBD1 style plug, which our newer emissions stations do not test for.

Yeah, Texas seems a little strict.

I did some more looking around under the hood. My air intake hose/tube was cracked where it connects to the throttle body. This is probably the intake/vacuum leak I was looking for. I cut the broken pieces off but now the hole is too big. When I tighten the clamp, it leaves about 1/8 to 1/4 size hole/leak because the plastic is folding over.

I called a couple of yards near me to find a part but didn't have any luck. Anybody got one? I believe the part I need is interchangeable with 92-94 4.0l Ranger's and Explorer's. Here's a pic of the part.
