ABS Kicks on at low speed

ABS Kicks on at low speed
Not every time but almost always when I知 slowing down to a stop, as I知 about to stop the brake pedal goes to the floor and crunches. I have replaced the rear wheel speed sensor and no luck. Any ideas on what this could be?
