CEL PO701

Anyone had this on a 99 ranger? Transmission Control System Range/Performance is what I found on a search, do not have a clue what this means. Its a 5-speed manual extended cab XLT 4x4.

Is a neutral safety switch the same thing? How would I tell if that is the problem without just replacing it?
