engine tuner plug in thingy

I know this may be a foolish question, but is there a thing that you can plug into the computer port for our trucks that will allow you to mess with things.

Back story as to why i am asking this:

I used to drive a mazda 626, i got 37mpg. now i have the ranger, not so good on gas. it promted me to rember a story a guy i used to go to school with (college). the story went that he was going to buy a dohicky that pluged into his truck to lower something (hp, tq) when he was driving on the highway. and when he was was driving thur towns and citys and whatnot he could tune it back up for more power and torque (had something like 23" rims on a denalli(sp)) to save on gas.

now is there a real thing that can do this? or is it found in the store of make believe next to the left hand smoke shifter, and dehydrated water?

can you do the bama thing while driving? or would i have to pull over to change the tune.

Well, my old one you can't do while driving. I thinking your thinking of the Banks programmer for diesls, those are awesome.

And it works.....works great....
You have to have the key on and the motor off to flash the computer..
