Evap canister and purge valve, truck wont accept gas

Folks

1994 Ranger, Single cab, 4.0, manual 4 x 4. Had the truck a couple of months, occasional use only. Have always had trouble filling with gas.
Changed the Evap canister and purge valve for new Ford parts.No change.
Purge valve does not open even after engine has warmed up. has zero volts with ignition off, 10v in position 1 and 13.4 when running. testing on a bench, i can hear it open when a 9v battery is applied. Is this correct way to test it?
I bypassed the valve so theoretically i should have suction through the system.
Truck would not accept gas, even with the engine running and allegedly pulling vapor from the tank.
The function of the canister is confusing me, there are two inverted caps on top that just let air get sucked in. When i block them off, and only when i block them off, do i feel suction on the small inlet connection to the canister. So if this was all working correctly, how exactly is the vapor coming off the tank as i fill it up? when the system vents to atmosphere at the canister?

Ive got the 94 ranger ford manual, it has 1 vacuum system diagram that doesnt help.

So, any suggestions? why isnt the new ford Evap purge valve working? its getting power?
is my canister supposed to have a sealed cap on top? it was supplied with no caps i transferred from the old one, which may not have been the right thing to do?
lastly, any suggestions as to why my truck wont accept gas, other than the miserable path i'm on.
next step, bed is coming off to see if fill tube, return line or vapor lines are kinked.

Fairly sure previous owner was not that diligent......

I've read that on newer Rangers there's a white plastic flap on the filler pipe's vent (for displaced air out of the tank). They can jam shut.
I'm not sure your '94 is so equipped.

One reason it continues to fail to fuel even while running could be that the EVAP air volume is way less than needed to match the inflow of fuel.
