Need some help with sohc timing

Although I have had a bunch of rangers I have never had a sohc until now. I recently bought a sport trac with engine problems. I was told it needed a new head or cam. When I got it the plugs were out and the drivers side valve cover was off. I couldn't see any visible damage so I figured I would put it back together and see what happens. I put it back together and it started right up but it wouldn't idle and had no power. It would stall when put into gear if you didn't have your foot on the gas. I managed to take it out the road but it would bareley pull itself when turning around on a hill. Last night I did some online research and figured it was probably a jumped toothe on the timing chain. This evening I pulled the front of the motor apart expecting to find a bad tensioner on the primary timing cahain but everything looks ok.

here's the question- How can I verify the timing is correct?
Thanks for any help or ideas in advance...

Is its a timing problem, you are going to have to put the #1 cylinder at TDC and make sure the alighnment marks line up correctly. Is it throwing a code on you?

Well its for my daughter. So far get it running good and touch up a few little spots. And it will need tires, it has 2 different sizes on it.
