Welcome to the forum.

Your 2004 Ranger should have a Rear Axle VSS(vehicle speed sensor) this is used for the ABS(anti-lock brake system), but was used from 1998 to 2000 for ABS and speedometer.

Problem is that Ford used a GEM(generic electronic module) to convert that VSS ABS signal to a "True speed" signal, i.e. adjusted for tire size, from 1998 to 2000

Your 2004 computer can do that as well if programmed for it.
But you will be using the 1999 computer to run the V8 engine and trans and it can not do it, so...........
And you can't use a GEM in a 2004

Look at Dakota Digital SGI-5E
It does the same thing as GEM or Computer did, converts ABS VSS signal to true speed, and it is adjustable for speed correction
You will need to send this "corrected" signal to the speedo, 1999 computer and cruise control if so equipped
You are just splicing into the 2 VSS wires, they still need to go to the ABS module, as is, not corrected

It isn't the only converter, Google: speedometer signal converter

Changing the speedometer in the dash won't help, since 1995 Ford has used 8,000 pulse per minute(PPM) speedometers, so they are all the same in that respect
They then either used original speedo cable gear(1995-1997) or GEM(1998-2000), or Computer(2001 and up) to change speed sensor pulses to 8,000ppm for speedometer

GEM(1995-2000) can't used because because it would be a wiring nightmare, lol, GEM ran all the interior electrics in the cab, speed conversion was just one of its functions added in 1998, so not an option
2004 Used SJB(smart junction box) instead of GEM

I would image most of the parts would work, problem is the wiring won't match up.
Not sure the 1999 steering column wiring will match up, assuming automatic on both, the Explorer column should bolt into the Ranger with some part swaps
Same color?

All in all it might just be easier to get the V8 working and add a 3rd party cruise.

But it is your time, and if it's free then might be worth a try

The 5 year difference and the Explorer/Ranger differences might have a few curve *****.
I would google this swap to see if any one has done cruise swap on similar years

@wt: If the truck is prewired under the hood for cruise (some are), your Explorer cruise parts should work fine. All you would need is the servo, throttle cable, clock spring and cruise pods. Keep in mind that the steering wheels are different so the Expo pods won't work on your wheel, so those would have to be found elsewhere.
