My truck has this issue.
The cab roof
The cab roof
And then the hood
Which almost looks like something caught fire!

This is the two bad spots. I'm sure it needs stripping and repainted. I'd prefer flat black or maybe some bedliner type stuff. I have a compressor and a cheap Harbor Freight old style sprayer. I know bed liner takes a special nozzle or sprayer. I'm retired on disability so money is tight. I usually buy small things along the way until I get everything needed for projects. Any suggestions? Thanks.

Definitely needs to be sanded down and resprayed. You can get some cheaper "raptor liner" kits on line that include the spray gun on the cheaper side. Or just get the old school Herculiner and roll it on.
