Both cats are clogged as when I move the after o2 sensor out it doesn't cel, is it illegal to take these out since they are completely clogged and I'm not in a city that requires smog tests, and no one here cares too much, the cats don't work at all and I have cleaned them fir the last time and they won't budge

Yes, its a Federal crime to run without Cat converters, if your location doesn't have inspections then you are not likely to get caught, fine is $2,500

But mechanic, tire and brake shops are required to report vehicles without Cats, so just a heads up on that, shops get a $25,000 fine if they even work on a vehicle without Cats
Not sure about Oil Change shops?

Many hollow out their Cats so they "look OK"

But if you have kids or plan on having any I would get new Cats for their sake, that's the point of Cats, to keep the air we all breath cleaner

What about failing cats because the ones I have are melted and destroyed and showing as not working is it illegal to keep them in this non working state

Yes, but again who is going to catch you?

If you unplug the rear O2 sensor you will just get a different code, and CEL will come on again
