Radio and Wipers not working

Hello everyone, I have a 2003 Ford Ranger XLT 2.3L Duratec and have some issues with my radio and wipers both not working at the moment (motor and pump for the wipers), I’ve done some digging already and have seen people mention the GEM system but I’d like to post my findings thus far, with both radio and motor out I have benched tested both, no luck on the radio, but the wiper motor did spin at 2 different speeds when bench tested, as for the radio I’ve tested the pins on the harness side to verify power and grounds, All the grounds in the harness checked out when ohm testing, Pin 9 (power at all times) I do have 12v but at pin 10 (power in run or acc) I’ve only got 4.280v in either position. I presume that’s too low? All the fuses look okay and even ohm out, I don’t hear any relays clicking. THEN Testing the Wiper Motors harness side shows 11v in pin 1 (park switch) 12v in pin 2 (hot in acc or run) ground in pin 3 is good, in pin 4 11v (low speed) but pin 5 has (0.005v) no voltage (high speed), any recommendations on what to do next? Or does it sound like something familiar to anyone else, having a couple pins showing lower than expected voltage? Maybe a short in the switch inside the steering column? Any input is appreciated TYIA :)

Got back to working on her and fixed it, replaced any fuse that had to do with GEM, Radio, or Wipers just for good measure, tested all the ones I replaced and they tested good but some of the ends looked a little burnt, the radio I had in there **** the bed didn’t work bench testing or when plugged back in, got a used one out the junkyard and it’s back to normal radio and wipers work again
