I don't have a 2.3 here but that looks to be the vapor purge hose. The hooked end should connect to that port on the intake manifold just behind the throttle body. Then it loops underneath the manifold and the other end goes to a hose from the Vapor Management Valve on the driver side inner fender right under the ABS hydraulic unit.
