cv axel question

I have a 2000 ranger 4wd 3.0 with pulse vaccuum hubs. I was recently changing the lower ball joint on the passenger side and i noticed that the drivers side axel turns when u spin the wheel, but the passenger side doesn't. this is while it's in two wheel drive. is this right? how would i go about fixing this?

also when i'm applying my brakes they work just fine until i'm almost completely stopped and then it pulses a little and then stops. it checked my front and rear brakes, and they are fine. i bleed the brakes and nothing changed. i've been told it's something with the abs. any ideas?

Most likely one hub is locked. The vacuum hubs are known to have problems. Search under manual hubs and you should find a fix. Switching from the vacuum to manual hubs took about an hour for both hubs. This way you know when the hubs are locked. The way you have it now, one is locked the other is not but you won't know it unless you lift the truck and spin the tire. The ABS sensor may just need to be cleaned. If I remember correctly it it is near the rotor at the bottom. You should be able to locate it. Clean the contacts and see if that helps.

One wheel spinning and the other not spinning is completely normal behavior of an open diff. Also since its in 2wd the hubs are not engaged so only the wheel you spin will spin, since there is nothing to bind it to the rest of the drivetrain.
