Gas tank fill problem.

My 2008 Ranger standard cab has a difficult time filling the tank--shuts of the pump on fills. Have looked on Utube and it seems there are lots of suggestions but would like to narrow down solutions.

My 05 was also difficult but not quite like this one.

What can you guys tell me?

Some filler tubes I have seen on the net were rubber hose inside and some thought the problem was the rubber collapsing. I thought I saw a hard plastic center pipe filler somewhere anybody help me identify where to go for one that would work better?
Some said there was a flapper in the gas tank likely sticking.
Others blame the vapor canister deteriorating.
Mostly I fear it is just a crappy design with possible issues with ageing such as the evaporator canister or the flapper sticking but my 05 also was tempormental from the begining.

Anybody come up with a better filler neck assembly? If so where can i find it so I am not buying the wrong item?
Suggestions on where to begin?
