99 Front Bumper Sag

I bought this Ranger about 6 months ago and the front bumper ends hang down a few inches from horizontal. I loosened the bolts on the ends and used a floor jack to pressure the bumpers back into place but clearly those bolts are not the correct ones. I have noticed many Ranger bumpers have this same disease. Is it typical of Rangers or are the bumpers actually bent into this position? It's not a big deal but it would look a little better if they were back up where they belong.
Any ideas would be appreciated.
