How do you remove a 99 4x4 valence??

Hey ya'll wanting to paint my lower valence on my truck and I was wondering how hard it is to remove so I can paint it? Also Any way to remove the plastic off of the back bumper so I can paint it also??

What brand of paint do ya'll recommend for painting the valences/bumper plastic?

its held on by little plastic extrusions that are part of the valance, if you pull hard they just break off and leave holes in your valance. You just have to do it carefully, i used pliers to compress the tabs.
