Need some help identifying a body part **Pic inside**

So, I'm trying to gather up some parts to fix my poor old 95 ranger. Does anybody have any idea what this part is called, or how it is in there?

It's just basically a fiberglass panel that runs from fender to fender, underneath the grill and headlights.

If anybody has any idea it would be greatly appreciated. The guy at Keystone said he had no idea, and the guy at ford said it was part of the radiator support (then quoted me the price for a new radiator support).

yes header panel that fiberglass part is the whole thing that holds the grill and headlights..
