Are they factory step bars? I do not know anything about aftermarket ones. But if they are stock ones, they will fit if the donor truck is of the same cab configuration. For example: 4dr xcab to 4dr xcab. 2dr xcab to 2dr xcab. 4dr xcab and 2dr xcab factory steps do not interchange....the rear cab mounts are completely different.
If you post a picture of the step bars and tell us your door count, I could tell you if they'll fit or not.

To add a picture, click "go advanced" when posting and add the pictures 3/4 of the way down the page. I've never installed nerf bars, but if you have the mounting brackets off the 03 then they should bolt up no problem. Assuming you know how they came off.
If they were both 4 door, they will bolt right on.
You may be able to, but I suggest trying to contact the guy you got the steps from to pull them from his.
If that isn't an option like he sold the truck or something, I suggest the best idea is to replicate the stock brackets by welding bolts to a small think steel sheet metal bracket. I believe the factory bolts right there are M12 but you can use standard like a 1/2". You can use your friends as reference or the step bar brackets themselves. That's what I had to do because my steps didn't come with the brackets yours are missing.
Note: The bracket with the bolts is accessible by removing the carpet hold-downs, fold the carpet up near the pedals to expose the body mount grommet. Remove that grommet and the bracket slips right in (or out). That's the only way to install the bracket or remove it.

I went to the ford dealer today to get the studded bracket for my step bar they told me that they come with 4 in a pack and that's for one side then I would have to buy a pack for the other side and they are $25 a pack so I got a pic of them off the net and made my own they are perfect
