Well I really don't think they can be xeon and halogen as they are two totally seperate gas types
Usually xeon bulbs will be rated in lumens or by temperature
With fog lamps it is really the reflector that makes all the difference
You want a flat beam that is focused downward so as not to reflect back at you
This is not so much a factor of aiming the lamp downward (although that is important also) but that the beam is cut off and does not cast light upward
The light cast down the road should have a wide pattern and a definative cut off line on top
Almost like drawing a capital D but rotated 1/4 turn to the right
The old style of amber lenses or bulbs is outdated and modern fog lights now are mainly clear, built with reflectors that give the proper beam pattern

just get some silverstars - they are much whiter than the OEM bulbs
unless the fogs are really top quality they won't be any whiter than the silverstars and they are a direct fit and no problem bulb for the headlights
you can get them from eBay dealers for less than $30 + plus shipping
how about looking for an accessory light set from someone selling silverstars cheap and combine the shipping... :D
unless the fogs provide detailed specifications as xeon lamps they are probably not that great
