Brake light
Usual problem is added trailer light wiring, a 1990 Ranger has probably been wired for a trailer a few times, lol
These wires are under the rear bumper usually behind drivers side wheel where they get sprayed with water and road debris
In 1990 the rear turn signal and brake light on one side share 1 wire, the other side shares another wire
So do this first, put in a new fuse and DO NOT touch the brakes
Turn on the key and select left turn signal, and then right turn signal and see if either Blows the fuse and both work
If not then problem is the Brake switch itself, or the wire from brake switch to turn signal stalk(multi-function switch), or the multi-function switch is shorting brake power
