I tried a new mechanic. I bought all the parts, rotors, bearings, seals, pads. Says his labor rate is $65.00 hour. Does $296.00 sound like it he overcharged me. Said he worked on it for 4 hours??

Sounds about right to me.
But why did you buy the parts instead of letting him supply the parts ?
If any of your parts fail, you'll have to pay him again to replace them.
If he supplied the parts and they failed, he would have do the work for free.

Sounds reasonable to me. Some mechanics won't let you bring your own parts as they have no control over the parts being correct. And they can't mark up profits on them.
I did my own front brakes and it took me about 6hrs total (using a floor jack and my wife helping me bleed all 4 corners)
