Fuel pressure issue?

Fuel pressure issue?
On a cold start my 2.3l Ranger will turn over 3 times as long before starting. If I cycle the fuel pump twice and then start it, there is no issue. Is this a fuel filter issue or a pump issue?

Sound like a fuel pressure regulator. Not sure if its part of the fuel pump on a 2.3L. It is on my 4.0L
