Help identifying unknown lever

Hi, I just picked up a 1990 4.0 4x4 auto and I noticed a sort of lever between the ebrake release lever and the hood release lever. It has some writing on it but its worn off enough that I cant read it and I can't find anything about it in the owners manual. The truck does have a tow package so I'm thinking possibly for trailer brakes?

It is 3rd party, not Ford, but could be Dealer installed.
Trailer brake wouldn't make sense since a handle like that would be hooked to a cable and trailer brakes can't be cable hook ups.

Was there a 5th wheel hitch in the bed, or a hard tonneau cover, could be a cable release for something like that.

Could even be a Neutral shifter for towing 4x4 behind motor home.

I would find the cable coming out of firewall and see where it goes

I'm pretty sure you lift towards the dash and fuse panel flips down.

"LIFT FOR FUSE PANEL"

That makes sense, although never seen it before.
