HID bulbs wiggle?

I received my bulbs from DDM. There was no packing material in the box with no instructions. That's fine, I can figure it out. I look at my 9007 Hi/Lo bulbs. They are crooked looking. Is that right? The move all around. The bulbs didn't come with the nice plastic containers like my fogs did. Just plastic wrap on them. Here is a video to show you.

I emailed DDM and this is what she said: "It switch from high beam to low beam by the bulb shaking from side to side."

the hi-lo kits are crap from experience. Had them in my old bronco and my old truck. I switched to just a low kit and never had an issue. The ones in my car are almost 3 years old now.
