I have a constant whining or whistling noise

I changed power steering pump. Took off the serpentine belt, and the noise is still there either way. It doesn't matter if it's in neutral or in gear. It's constantly there. Any ideas of what it could be would be a great help to me. Thank you all in advance.

What year and what engine in your Ranger?
Manual or automatic?

Whining sound.

It's a 93 ranger xlt 3.0 manual transmission. I noticed going up hill the whining stops,any idea's?

Whistling could be IAC Valve's vent
IAC valve has a Vent on it's side, usually has a black plastic cap on it, its there to equalize pressure on the back side of the valve so it can move freely
But if the valves seal is leaking then it will cause a whistling noise as air is sucked into the intake

A vacuum leak in general can cause whistling noise

A Squealing noise can be from distributor bushing being worn out, rare occurrence, but can happen
